Title: bug report - speed hack detection

/report player speed
if within 20 secs a player types /gotoloc any loc or teleports anywhere, he will get banned
i have a video where a hacker reported me for speed hacks (it was calcium) and while i teleported and killed someone, i got banned for 'speed hacks'
