add the duel cmd, adding 2 or 3 locations like bf, s96 and duel

The duel cmd should work like this "/duel  [player id] [loc] [cash amount / free]
and the output should be like this " Player1 have sent a duel request to Player2 for [ if cash, amount will be shown / if free, practice]

add /count command like

Go!!

and allow spawnloc to set when not even spawned by using /spawnloc set [location]

Both suggestions accepted and will be added in server version 0.4
