the player should have at least 250 kills so that he can start using all mentioned in the title

this way we can prevent the grenade attachers from doing any more harm, and also prevent the newbies from coming with RPG and killing in close combat randomly

a player with experience should be able to manage these things properly, hackers mostly join with fresh accounts that start from 0 kills and end up having at least 60 kills cuz of grenade attach, and /report cmds are useless when they spam grenades on you

it's a very important suggestion that needs to be implemented ASAP
